Was Heather Locklear Set Up?

We recently reported that Heather Locklear, mom to 10-year-old Ava, had been arrested on suspicion of DWI. More details are emerging about Heather's arrest - and things aren't really adding up, according to TMZ.

The woman who first reported Heather to the cops is Jill Ishkanian, a former Us Weekly employee who had apparently been following Heather all day. She watched her go to the market, and then when Heather got into her car, she phoned 911 - even though the car wasn't even moving.

Immediately after, she called a paparazzi agency to give them the heads up. And perhaps most suspicious is that Ishkanian is the only one who saw Heather driving at all, let alone "driving erratically" or was "drunk." The police encountered her pulled over to the side of the road.

Police determined that there was no alcohol involved, but are waiting on the results of a drug test.

What a very nice person this Jill Ishkanian is. If this is true then I won't be suirprised, we just had some people in a crowd urge a teenager contemplating suicide and after he jumped, they took out their camera phones and took pictures. Mean and cruel world.
