Maybe Otis already has a helmet at home? Maybe they weren’t planning on buying the scooter so they didn’t bring it?
I would have done the same thing — put the helmet on the little one who is new to the scooter and less stable. They were holding on to Ruby and going slow. She is fine

There’s nothing wrong with “him” wearing a pink helmet. They keep his hair long like a girl and he likes dressing up in tu tu’s.
